URGENT VACANCY ANNOUNCEMENT

PK Background

Ponleur Kumar (PK) was formerly localized from Stifung Kinderdorf Pestalozzi (SKIP) Foundation since 2003. PK is a non-political, non-partisan, non-religious, non-profit and grassroots organization committed to working partnership with vulnerable families/individual, and communities to identify and address the root causes of vulnerabilities and poverty; and strengthening organizational and institutional capacities. At present, PK is operating its mission in 4 provinces (Pursat, Battambang, Banteay Meanchey and Oddor Meanchey) with specific aims of contributing to the reduction in level of poverty in rural communities through sustainable community development and empowering most vulnerable group to have access to better service and job opportunities; and fostering implementation of the children’s and women’s rights in Cambodia under the current funding supports of DCA/CA, EC, USAID, Concern/PIN, and ICS.

 

PK is seeking Eight (8) qualified Cambodian Nationals to fill the following vacant positions based in Banteay Meanchey, for 18 months of the job contract:

·         Project Coordinator: 1 post based based in Banteay Meanchey

·         Agriculture Technician: 3 posts based in Banteay Meanchey

·         Nutrition Specialist: 1 post base based in Banteay Meanchey

·         Empowerment Facilitator: 2 posts based in Banteay Meanchey

·         Admin/Finance Assistant: 1 post based in Banteay Meanchey

 

DUTIES AND REQUIREMENTS:

Project Coordinator

Duties:

·       Providing overall leadership, management, coordination, monitoring, and reporting of day-to-day project operations;

·       Ensuring monitoring system and tools are developed and used by agriculture technicians, nutrition specialist, empowerment facilitators and community mobilizers to track the progress of project implementation and learning;

·       Coordinating plan and budget revisions responsive to M&E plan, monitoring, reflection and learning with the project partners and communities;

·       Managing and reporting the budget in accordance with donor’s guidelines and PK’s financial policies;

·       Providing technical and capacity building support to and supervision to project staff and partners;

·       Building strong partnership and liaising with stakeholders and NGOs for effective coordination and integration and mutual understanding of project goal and objective.

Requirements:

·       University degree in Management, Rural Development, Agriculture or equivalent

·       Cambodian national, age between 25 to 40 year old and willing to work with the communities.

·       Minimum 2 years of relevant experiences with I/LNGOs related the fields or of appropriate professional experience in management and leadership of the Community Development Project/Program;

·       Sound experience in project and program design, implementation, monitoring, evaluation, and report writing;

·       Good interpersonal and communication skills; demonstration of good leadership and teamwork;

·       Demonstration of high self-motivation, honesty and integrity, transparency, accountability, flexibility, willingness to learn from others, and able to work under the pressure;

·       Previous experience in advocacy and networking is an advantage;

·       Competent in written English communication; computer literate; Microsoft Word and Excel;

·       Ability to travel to the target districts with motorcycle with validation License ;

 

Agriculture Technicians (agronomy, livestock, or aquaculture)

Duties:

·       Planning, budgeting, implementing, monitoring, and reporting of day-to-day project activities of home gardening and livestock/aquaculture including  beneficiary assessment and selections, trainings on farm, technical assistance, plot demonstration, field days

·       Identifying and following up the most significant changes of the target beneficiaries in adoption of the agricultural technical skills (home-gardening, livestock/aquaculture raising) and child nutrition status among target households;

·       Ensuring strong partnership with the provincial department of Agriculture for technical support and monitoring of relevant project activity implementation;

Requirements:

·       Age between 25 -40 years old and computer literacy (Ms. Word & Excel )

·       University degree in Agriculture (Agronomy, livestock/aquaculture), or other equivalent

·       Good knowledge and  at least two-year- field-based working experiences in the fields of home gardening and/or livestock/aquaculture trainings on farm, technical assistance, plot demonstration, field days

·       Demonstrated experience and expertise to address social inclusion issues in the development and implementation of training and capacity development with individuals and households in rural communities. Of particular importance are approaches, methods and tools that address issues of gender, age, poverty and education/literacy

·       Ability to travel to the target districts with motorcycle with validation License;

·       Good interpersonal skills and effective communications; demonstration of leadership and team work,

·       A highly self-motivated, honesty and integrity, transparency, accountability, flexibility, willing to learn from others, and able to work under the pressure;

 

Nutrition Specialist

Duties:

·       Planning, budgeting, implementing, monitoring, and reporting of day-to-day project activities of family nutrition and food use education training, cooking demonstration, alternative treatment of diarrhea and deworming as part of the training with beneficiaries of  home garden, livestock/aquaculture and self help groups members in line with training modules;

·       Identifying  and follow –up the most significant changes of beneficiaries whose children are below 5 years or who are pregnant or lactating women related to awareness and practice of nutrition and food use, child nutrition status, alternative diarrhea treatment and deworming;

·       Ensuring strong partnership with the provincial department of Health for technical support and field monitoring and with staff of Health Centres, Village Health Support Groups (VHSGs), and focal point of CCWC to conduct family nutrition and food use to beneficiaries whose children are under5 years or who are pregnant or lactating women.

Requirements:

·       Age between 25 -40 years old and computer literacy (Ms. Word & Excel )

·       University degree in Public Health, Agronomy or other equivalent

·       Good knowledge and  at least two-year- field-based working experiences in the fields of nutrition and food use education and cooking demonstrations

·       Demonstrated experience and expertise to address social inclusion issues in the development and implementation of training and capacity development with individuals and households in rural communities. Of particular importance are approaches, methods and tools that address issues of gender, age, poverty and education/literacy

·       Ability to travel to the target districts with motorcycle with validation License;

·       Good interpersonal skills and effective communications; demonstration of leadership and team work,

·       A highly self-motivated, honesty and integrity, transparency, accountability, flexibility, willing to learn from others, and able to work under the pressure;

 

Empowerment Facilitators

Duties:

·         Planning, budgeting, implementing, monitoring, and reporting of day-to-day project activities of Community-Led Total Sanitation (CLTS) trainings to Community Mobilizers and CBOs; provision of technical assistance and monitoring of the CLTS application of target beneficiaries; formation and strengthening of self-help groups; capacity building of Self Help Groups and CCDM; awareness raising of CLTS, DRR and gender issues to the target beneficiaries;

·         Identifying and following up the most significant changes of the target beneficiaries in knowledge and applications of CLTS, child health and nutrition status among target households and DRM integration of CCDM

·         Ensuring strong partnership with the provincial departments of Rural Development  and Women’s Affairs and PCDM for technical support and monitoring of relevant project activity implementation;

 

Requirements:

·         Age between 25-40 years old and computer literacy (Ms. Word & Excel )

·         University degree in Rural Development, NRM or other equivalent

·         Good knowledge and  at least two-year- field-based working experiences in the fields of CLTS, DRR, gender issues, community organizing (Self Help Groups);

·         Demonstrated experience and expertise to address social inclusion issues in the development and implementation of training and capacity development with individuals and households in rural communities. Of particular importance are approaches, methods and tools that address issues of gender, age, poverty and education/literacy

·         Ability to travel to the target districts with motorcycle with validation License;

·         Good interpersonal skills and effective communications; demonstration of leadership and team work,

·         A highly self-motivated, honesty and integrity, transparency, accountability, flexibility, willing to learn from others, and able to work under the pressure;

Admin/Finance Assistant

Duties:

·         Operating the accounting system: reviewing supporting documents, recording processed transactions in the Quick-Book accounting system and generating the Excel for Financial Statements and Reports, ensuring that the accounting records are filed in safe conditions;

·         Reviewing payment requests and issuing payment vouchers checked by the Project Coordinator and certified by Admin/Finance Officer and approved by Operations Manager;

·         Preparing requests for the release of the donor contribution;

·         Keeping updating the Chart of Accounts and accounting procedures;

·         Carrying out checks and review as required by the Finance Officer internal control system;

·         Providing assistance to auditors (internal auditor, and independent auditor);

·         Controlling the proper use of the petty cash fund;

·         Keeping updating backup information of the Implementation Contracts;

·         Reconciling the bank accounts on a monthly basis;

·         Controlling the petty cash fund managed by the Implementing Agencies;

·         Assisting all transactions of administrations;

·         Keeping all documents In/Out in filing system;

·         Arranging letters In/Out and filing;

·         Doing other tasks assigned by Admin/Finance Officer

Requirements:

·         University degree, BBA in Finance/Accounting  or other related in field Admin/Finance

·         Cambodian national, age between 25 to 40 years old

·         Minimum 2 years of relevant work experiences with NGOs in the related area.

·         Strong knowledge in Finance and Accounting implementation

·         Ability to travel to the target districts with motorcycle with validation License as assigned by AFO

·         Good English and Computer on  (Micro-soft Word , Excel and Quick-Book or others)

·         Good interpersonal skills and effective communications; demonstration of teamwork;

·         A highly self-motivated, honesty and integrity, transparency, accountability, flexibility, willing to learn from others, and able to work under the pressure.
