Who we are


Ponleur Kumar (PK) was localized formerly from Wathnakpheap (WP)/ Switzerland-based international NGO (SKIP) – since 2003 and registered with the Cambodia Ministry of the Interior on March 18 2003. Register No.294. PK is a non- political, non-religious, non-profit making Cambodian non-government organization.

We work partnership with Community-Based Organizations (CBOs) or Civil Society Organization, NGO networks, International organization and relevant government to furthering sustainable community development and implementation of children’s rights.

Seven staffs worked for PK in the beginning and we supported to 10 target village in Bakan District. Up to date of November 2010, there are 64 staffs including 30 women working with PK (90% of them are work in program staff and other 10 % are work in supporting staffs). And we are providing direct supports to 63 Communes, 9 Districts in three Provinces of Cambodia.

Ponleur Kumar strives to empower poorest of poor household, most vulnerable individual, household and communities to fulfill their rights through identifying and addressing the root cause of vulnerability and poverty; and strengthening and building organizational & institutional capacities.


To achieve our mission, Ponleur Kumar adopts two strategic goals. Each goal relates to sub clause of our mission.

  • Foster implementing the children’s and women’s right in Cambodia. It does that by addressing child’s and women’s rights issues at community level and by advocating for children’s and women’s rights at national level.
  • Contribute to reduction in level of poverty in rural communities through sustainable community development and empowering most vulnerable group to have access to better service and job opportunities.


A series of objective link to each strategic goal:

For goal 1: Foster implementing the children’s and women’s right in Cambodia, our objective are:

  • Objective 1: Contribute to reduction in levels of poverty and gender-based violence & exploitation among vulnerable girls (victims/at risk of trafficking or violence) and their families.
  • Objective 2: Improve care and support and reduced stigma of Orphans and Vulnerable Children.
  • Objective 3: Empower girls and child at risk of gender based violence includes trafficking; rape and domestic violence to continue their formal education in order improve quality living condition.

For goal 2: Contribute to reduction in level of poverty in rural communities through sustainable community development and empowering most vulnerable group to have access to better service and job opportunities, our objective are:

  • Objective 4: To reduce vulnerability of rural people.
  • Objective 5: Build the capacity of Commune Council and local communities to actively engage with each other and address social development issue through effective partnership.
  • Objective 6: To Increase transparency, accountability and openness dialogue of duty-bearers through empowering and strengthening the capacity of citizens and civil society to engage with sub-national level for effective service delivery.
  • Objective 7: Reduce risk of Tuberculosis by empowering TB patient to access quality treatment services and the messages of TB knowledge through community Direct Observation Treatment (CDOT) strategy with TB/HIV collaborative activities for vulnerable people in remote areas.
  • Objective 8: Improve health condition and increase access to safe drinking water and agriculture water source.
